Conference: Taxation on the Family Unit

A discussion was held in light of the paper recently published by Prof. Yoram Margalioth and Shlomo Teitelbaum which proposes a new method for taxation and delineate the implications it would have on Haredi households.

In March, 2019, Prof. Yoram Margaliot and Shlomo Teitelbaum published an article in The Law and the Haredim in Israel – Tel Aviv University Journal, entitled “Children as Taxes: A Tax Proposal According to Per Capita Income and the Implications on the Haredi Household.”

Margaliot and Teitelbaum propose a new method for taxation and delineate the implications it would have on Haredi households. The change is based on the premise that parents’ incomes also serve their children’s consumption needs. Thus, it is necessary to accurately calculate income per tax-payer and to tax per household member, in contrast to the current taxation method.

At the conference, Prof. Yoram Margaliot will present the policy paper and receive feedback from Accountant Moshe Asher, Knesset Member Moshe Gafni and others.
